Writeshop held in preparation for UPOU Master of R&D Management Program

UP Open University’s Diploma in R&D Management (DR&DM) program gathered experts in research and development (R&D) management for a writeshop to upgrade and update its current Diploma in R&D Management (DR&DM) program and propose a Master’s program in the same field. Held on 10-11 September 2018, DR&DM faculty members under the UPOU Faculty of Management and Development Studies met in Los Banos, Laguna to review the program in the light of the expressed needs of its target learners and recent developments in the field.

Attending the workshop were Dr. Melinda Lumanta, Dr. Jean Saludadez, Dr. Primo Garcia, and Dr. Rogelio Cuyno from UPOU; Dr. Danilo Cardenas and Dr. Noel Catibog from the Department of Science and Technology Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (DOST-PCAARRD); Dr. Susan Bacud, Dr. Ana Quimbo, Dr. Jaine Reyes from UP Los Banos, and Asst. Prof. Glen Imbang from the UP Diliman Technology Management Center.

Dr. Jaine Reyes, Program Chair for the UPOU DR&DM program, explained the rationale and mechanics of the writeshop. According to Dr. Reyes, the MR&DM Writeshop was held to define how the program and courses under it will be administered. Dr. Reyes also recounted the needs assessment of potential R&D managers tackled at the DR&DM One-Day Symposium on 05 September. She also explained the learner preferences, interests and needs that led to the proposal for the development of master’s program in R&D Management.

Part of the writeshop was a discussion about the revision of existing courses under DR&DM and the institution of new courses for the Master’s program. The participants grouped themselves according to the areas of studies to develop the outlines and proposed content of the revised and new courses. Areas of studies included (1) Regulatory Environments, Compliance, Ethical and Legal Issues; R&D Leadership and Organizational Structures, Relations, and Processes in R&D Systems; and Finance Administrative and other Support Systems for R&D; (2) Creativity in R&D; Strategic R&D Management; (3) Intellectual Property Rights Management in R&D Organization; Technology Commercialization; Technology Forecasting and Evaluation; (4) Qualitative and Quantitative Research Methods in R&D Management Studies; (5) R&D Project Planning and Management; S&T Policy Analysis; S&T Policy; and (6) Problem Solving and Decision Making in R&D Management.

As a result of the writeshop, the participants agreed to submit a proposal for the revision of the DR&DM program and institution of the MR&DM program to be submitted to existing university channels for approval. This initiative is supported through a project funded by the Department of Science and Technology (DOST) - Philippine Council for Industry, Energy and Emerging Technology Research and Development (PCIEERD). DLUP Graduates of UPOU Eligible to take EnP Licensure Exam

The Professional Regulatory Board of Environmental Planning of the Professional Regulation Commission (PRC) has confirmed that graduates of the Diploma in Land Use Planning (DLUP) program are eligible to take the licensure examination for Environmental Planners (EnP).

The DLUP program is one of the programs offered by the Faculty of Management and Development Studies of the University of the Philippines Open University (FMDS UPOU). The program which was first offered during the 2nd Semester of the Academic Year 2015-2016 mainly caters to the needs of local government planners, including those at the municipal, city and provincial levels that now have to take on more extensive planning responsibilities as these are devolved to the Local Government Units (LGUs) under the provisions of the Local Government Code of 1991. DLUP courses are handled by Planning Practitioners from the industry who are appointed as Senior Lecturers and also by affiliate faculty members from the School of Urban and Regional Planning (SURP) of the University of the Philippines Diliman and the Department of Community and Environmental Resource Planning of the College of Human Ecology (DCERP-CHE) of the University of the Philippines Los Baños. DLUP courses cover topics such as the history, concepts, theories, and principles of environmental planning, environmental planning processes, methods/techniques and strategies, and environmental plan implementation, legal aspects, and administration which are included in the scope of the EnP licensure exam.

The said examination is held yearly in compliance with RA 10587 or the Environmental Planning Act of 2013 which aims to regulate the planning profession by ensuring that practitioners are qualified and capable enough to take on their professions in the field of planning. Since 2017, eight DLUP students have already passed the EnP exam, namely: Ms. Rosalina S. Quitalig, Ms. Mae S. Ortiz, Ms. Kristine Carmen D. Diones, Ms. Marlyn S. Lazaro, Mr. Andrew Ian B. Dormitorio, Mr. Marc Louie M. Almario, Ms. Shiela Beatriz L. Barroga, and Mr. Joshua Federick J. Vitaliz.

With the eligibility of DLUP graduates to take the exam, the Program hopes to contribute to the increase in the number of registered environmental planners in the country. Those who are interested to take DLUP for this coming 2nd semester AY 2018-2019 may still apply for the Program until 26 October 2018.

UPOU holds Symposium for R&D Managers and Practitioners

Research and Development (R&D) managers and practitioners convened in a one-day symposium organized by the Diploma in Research and Development Management (DR&DM) program of University of the Philippines Open University’s (UPOU) Faculty of Management and Development Studies (FMDS), in cooperation with the Department of Science and Technology (DOST) – Philippine Council for Industry, Energy, and Emerging Technology Research and Development (PCIEERD).

Titled “R&D Management: Discipline and Practice,” the symposium aimed to determine the application of R&D Management theories from the practices of incumbent research managers and to convene DR&DM students, alumni, and other R&D practitioners in industries and government institutions. It was part of UPOU’s preparation for the institution of the proposed Master of Research and Development Management (MR&DM) program.

Two sessions made up the whole-day symposium. The event formally opened with the welcome message of UPOU Chancellor, Dr. Melinda dela Peña Bandalaria and the opening remarks from DOST-PCIEERD OIC Director, Engr. Raul C. Sabularse. Both of them expressed their delight to be part of the event and the development of the MR&DM program, especially since according to Engr. Sabularse “R&D management is important to effectively and efficiently manage resources available”.

Three experts were featured for the morning session. Dr. Carlos Primo C. David, Professor at the UP Diliman National Institute for Geological Science (NIGS) spoke about “Impact Science: Managing R&D to Maximize Impact.” He focused on the importance of repurposing R&D based on the impact it will make to the society and shared about a research project conducted in Laurel, Batangas that resulted to the establishment of a waterworks which supplies clean water to over 150 households.

The next speaker was Dr. Eufemio Rasco, Jr. from the National Academy of Science and Technology (NAST), who spoke as a practitioner of R&D Management. Dr. Rasco shared lessons for top level R&D managers and mid-level managers which he learned from his 43 years of practice. Some important lessons he mentioned were to continue learning, and create partnerships and mentor others.

The last speaker for the morning session was Director Edison D. Cruz, the Executive Director of the UP DIliman Technology Management Center (TMC). He introduced Technology Commercialization and discussed about the different strategies to link R&D and with the industries, and what factors should be considered for corporations to adopt R&D innovations.

Two guest speakers were featured during the afternoon session. To get an appreciation of Research Management as a field of study and understand the disciplinal bases of Research Management, Dr. Melinda F. Lumanta, faculty member of the DR&DM program and Vice Chancellor for Academic Affairs of UPOU, presented about harnessing creativity for research productivity in Research Management.

Dr. Jaine C. Reyes, Program Chair of the UPOU DR&DM program and Director of the Institute for Governance and Rural Development (IGRD), presented her study on “Profiling R&D Management Learners and Practitioners: A Market and Needs Assessment.” She shared the history of R&D Management and tackled the preferences and interests of R&D Management learners including their interest in the coming implementation of the MR&DM program.

Open fora followed for both the morning and afternoon sessions where participants were able to share their thoughts and obtain answers to their questions. Many of the participants expressed their interest in the implementation of the MR&DM program and eagerly shared their thoughts through a survey done by the UPOU DR&DM program. On behalf of the FMDS Dean, Dr. Primo Garcia, Dr. Jean A. Saludadez, faculty member of the DR&DM program and UPOU Vice Chancellor for Finance and Administration, formally closed the event and thanked everyone who took part in the symposium, especially the speakers who generously shared their knowledge about the discipline and practice of R&D Management.
