The Master of Public Management (MPM) program of the University of the Philippines Open University’s Faculty of Management and Development Studies (UPOU-FMDS) conducted another successful learning visit and Let’s Talk it Over (LTiO) on 8-10 November 2018 in Roxas City, Capiz.
It was participated in by 18 UPOU faculty, staff and faculty affiliates. The learning visit kicked off with a courtesy call to its partner, Capiz State University (CapSU) represented by Dr. Nilo D. Delfin, VP for Finance and Administration. The delegation headed by Prof. Juvy Lizette M. Gervacio, MPM Program Chair was then toured around CapSU’s Food Innovation Center and Organic Agriculture Research & Development Program facilitated by Dr. Edna M. Nava.
The participants also had a courtesy call to Governor Antonio del Rosario where he shared the good governance practices of the province. Governor del Rosario emphasized the importance of grass roots leadership and how this plays a role in making constituents feel that the government is doing something for them.
In cooperation with the Department of Environment and Natural Resources (DENR) Region 6, the participants visited a10-hectare Coastal Rehabilitation Project in Barangay Madulano, President Roxas, Capiz on the second day of the learning visit. This project was awarded the Best Local Government Unit (LGU) Managed Coastal Rehabilitation initiative under the Mangrove and Beach Forest Plantation category of the National Greening Program in Region 6 (Western Visayas) in 2015. They were able to see how the Local Government Unit (LGU) and People’s Organization in the area helped each other for the success of their project. Barangay Captain Everado Cercado and DENR Staff Mr. Nonilon Molina answered questions from the delegates.
The activity capped off with another series of Let’s Talk it Over titled “Developments in Public Administration and Governance: Issues and Challenges” with Prof. Juvy Lizette M. Gervacio, Dr. Jocelyn C. Cuaresma, LTC Joey T. Fontiveros and Dr. Ma. Dorothee J. Villaruz as speakers. The CapSU community including students, university faculty and staff, and local officials attended the forum along with the UPOU students who joined through the live streaming.
The three-day activity gave the participants, especially the faculty members, an on-ground perspective on what is happening in Local Government Units and will add an experience they can reflect on and share with their students. The learning visit will further enhance their teaching capabilities and equip them further.
The videos recorded in this learning visit will be transformed into learning objects and will serve as learning material in the different course offerings of the MPM program.
The event is in line with the UP Academic Program Improvement project which generally aims to improve the syllabus and content of MPM courses.
The activity in Roxas City, Capiz is the fifth successful learning visit conducted by the MPM Program. The program is looking forward to more successful learning visits by next year.
