The Faculty of Management and Development Studies (FMDS) Master of Public Management (MPM) Program congratulates Dr. Gwendolyn “Mutya” C. Bambalan, DPA, CESO III, Senior Lecturer of Voluntary Sector Management, for being named one of the “12 Natatanging Lingkod Bayan” and conferred the 2025 Gawad Lingkod Bayan ng Pangulo, the highest recognition for exemplary public service under the Civil Service Commission’s (CSC) Honor Awards Program (HAP).

Dr. Bambalan, who currently serves as Director IV of the Department of Environment and Natural Resources (DENR) in Tuguegarao City, Cagayan, received the recognition during Pagpupugay 2025: Parangal sa mga Lingkod Bayani, held on 28 January 2026 at the Rizal Ceremonial Hall, Malacañan Palace.

The Gawad Lingkod Bayan is bestowed upon individuals and groups from various sectors who have demonstrated exceptional leadership, innovation, and sustained contributions that strengthen institutions and advance community development through dedicated public service.

In 2025, Dr. Bambalan was also commended under the CSC Honor Awards Program as a regional awardee for her exceptional contributions that have generated significant impact at the national level.

The UPOU-FMDS joins the MPM Program in celebrating Dr. Bambalan’s continuing achievements and her inspiring example of leadership, professionalism, and service to the Filipino people.
