The Faculty of Management and Development Studies (FMDS) of the University of the Philippines Open University (UPOU) invites you to the 40th Sustainable Shared Growth Seminar titled, “Decentralization: The case of Master Plan for Sustainable Urban Infrastructure Development (MPSUID) Butuan” on 08 March 2024, 9:00 AM – 12:00 PM, at the UPOU Audio-Visual Room (AVR) and live via Zoom.
The seminar was inspired by Butuan’s explicitly stated vision for its development. The Philippines suffers from a severe case of inequitable distribution of income or wealth. This inequity is reflected in the skewed concentration of economic activities to just a few geographical areas, most noticeably to the National Capital Region (NCR). Towards achieving a broader base of economic development, the principle of decentralization is a powerful one.
One thrust that was taken by the previous administration is the Master Plan for Sustainable Urban Infrastructure Development (MPSUID) implemented through the National Economic Development Authority (NEDA). In this event which is also known as Kahusayan (Efficiency), Katarungan (Equity), and Kalikasan (Environment) (KKK) seminar, we will take a closer look at some concepts that were raised in KKK35, such as the multi-criteria decision making process underlying the formulation of the MPSUID itself, and the land value taxation strategy adopted by the model nation-state to advance its development.
The webinar is jointly organized by the Sekiguchi Global Research Association (SGRA), Atsumi International Scholarship Foundation (AISF) and the College of Public Affairs and Development (CPAf), UP Los Banos (UPLB) in an effort to promote the sharing of sustainable development experiences and approaches, which can be useful resources for multidisciplinary collaboration among faculty, staff, and students.
The 40th Sustainable Shared Growth Seminar is a continuation of the 35th SGRA Seminar on “Building the Next Singapore(s) in the Regions: the Case of Butuan” and will feature the following presentations:
- Revisiting the MPSUID Butuan: Insights from a Retrospective Decision Analysis by Asst. Prof. Cesar Z. Luna (FMDS, UPOU); and
- Land Value Taxation in Development: The Case of Singapore by Asst. Prof. Ferdinand C. Maquito (CPAf, UPLB).
The webinar will also feature discussion by Arch./EnP. Michael V. Tomeldan (College of Architecture, UP Diliman) and others to be announced.
