The Faculty of Management and Development Studies (FMDS) of the University of the Philippines Open University (UPOU) proudly congratulates Chancellor Dr. Melinda dela Peña Bandalaria on her well-deserved appointment as UP Scientist 3 under the UP Scientific Productivity System for 2023-2025, as approved during the 1393rd BOR Meeting on 26 September 2024.

Chancellor Bandalaria’s unwavering dedication to advancing open and distance learning, as well as her pioneering contributions to Massive Open Online Courses (MOOCs) in the Philippines, have significantly transformed the educational landscape. Her remarkable leadership in open education, both locally and internationally, continues to inspire and impact educators, students, and lifelong learners.
