The University of the Philippines Open University Faculty of Management and Development Studies (UPOU-FMDS) proudly celebrates the recognition of our former Dean, Dr. Inocencio E. Buot, Jr., as Professor Emeritus of the University of the Philippines. 

Dr. Buot is a respected botanist, ecologist, and systematist at the Institute of Biological Sciences, UP Los Banos, where he leads the Plant Systematics Laboratory. His award-winning research program, CONserve KAIGANGAN (forests over limestone), supported by the Department of Science and Technology (DOST) and DOST-Philippine Council for Agriculture, Aquaculture and Natural Resources Research and Development (PCAARRD), has led to the discovery of new plant species vital to ecosystem health and community livelihoods. 

At the UPOU, Dr. Buot served two terms as Dean of FMDS. His visionary leadership brought about impactful reforms:

  • Codification of the first FMDS Manual of Operations
  • Establishment of the Office of the Secretary to the Faculty
  • Empowerment of Program Chairs in leading academic programs
  • Support for emerging programs such as Land Valuation and Management, International Health, and ASEAN Studies
  • Initiated proposals for Bachelor’s in Digital Entrepreneurship and a PhD in Natural Resources Management, which laid the groundwork for the first undergraduate (Associate of Arts in Digital Entrepreneurship) and doctoral (Doctor in Sustainability) programs of FMDS under succeeding deans. 

A champion of scholarship, Dr. Buot constantly encouraged faculty development, conference participation, and research publication. He also founded the FMDS Research Bulletin, which evolved into the Journal of Management and Development Studies—a platform for scholarly work by FMDS faculty, staff, and students.
