

The University of the Philippines Open University (UPOU) Faculty of Management and Development Studies (FMDS) proudly welcomes its new Dean, Dr. Finaflor F. Taylan. A distinguished academic and social work professional, Dr. Taylan brings extensive experience in teaching, research, and leadership to the role.
Dr. Taylan has been a faculty member at UPOU since 2012, serving as the Program Chair for the Diploma in/Master of Social Work program and Director of the Office of Gender Concerns. She has also held key administrative positions, including OIC-Dean of FMDS and Program Development Associate for Extension and National Service Training Program (NSTP). Her leadership in national and international organizations, such as the National Association for Social Work Education, Inc. (NASWEI) and the Asian Association of Women’s Studies (AAWS), highlights her commitment to academic excellence and social advocacy.
With a strong background in research and public service, Dr. Taylan has led various projects in collaboration with DOST-PCAARRD, UNICEF, and DSWD, focusing on gender, sustainability, and social work education. Her contributions have earned her numerous accolades, including the 2024 Gawad Dean for Outstanding Senior Faculty and the Exceptional Woman/Champion in Sustainability Award.
Dr. Taylan succeeds Dr. Joane Serrano, who served as FMDS Dean from 2022-2025 and is now the Chancellor of UPOU. Dr. Serrano’s leadership was instrumental in advancing FMDS’ initiatives in sustainability, open education, and community engagement.
As Dean, Dr. Taylan envisions “Propelling GROWTH” for FMDS—fostering Global engagement, Research excellence, Open and inclusive education, Well-being and sustainability, Technology-driven innovation, and Holistic development. She aims to strengthen FMDS’s role in advancing sustainability, digital transformation, and inclusive education.
Under her leadership, FMDS is set to expand its impact through innovative programs, research initiatives, and strategic partnerships, ensuring that UPOU remains at the forefront of open and distance e-learning (ODeL) in the Philippines and beyond.
The UPOU community warmly welcomes Dr. Taylan as the new Dean of FMDS and looks forward to her leadership in advancing the Faculty’s vision and mission.
